Allow ignoring certain tests and prevent certain failures from failing executions by adding test to “quarantine” list.

    With the release of Currents Actions it is possible to put certain tests in quarantine. See more details at

    Having the ability to have the same flow as the Slack Engineering team found here would be incredible: https://slack.engineering/handling-flaky-tests-at-scale-auto-detection-suppression/

    1. a test flakes
    2. ticket is automatically created
    3. the test is quarantined
